build(nuget): 新增仓库级 nuget.config 注册 Nexus 私有源
仓库此前无 nuget.config，全局 NuGet.Config 仅含 nuget.org，
导致沙箱/CI/新机器 dotnet restore 因找不到 Qdp.Pricing.*、YieldChain.Core
等带 -glms 后缀私有包而 NU1101。注册 Nexus nuget-group(v3, 匿名可读)
源后 build 可在任意环境复现。
