hjhan 8f405091e1 fix(auth): V3Controller 补充缺失的菜单权限 
收益凭证、凭证审批等 v3 路由菜单因 V3Controller 的 MyAuthorize 未包含对应权限，
导致需要依赖白名单券池等其他权限才能访问页面
